Bandai holds the rights of all the Kamen Rider series, inlcuding Ryuki. Usually, S.H. Figuarts are made for Kamen Rider Figures.

The only reason why Ryuki and Wing Knight are getting Figma releases is because they are doing it as a collaboration with Medicom using the license for the English series.
