The figure is exclusive, but can’t seems to find which shop it’s exclusively for. Reservations will open on October 11th, 2011 through December 2nd, 2011. The figure itself is scheduled for April 2012 release at 6,800 Yen retail price.

With the announcement of “Cheerful Japan! Feat. Hatsune Miku Illustration Support” contest winner, a 1/8 scale figure is also to be made based on the winning illustration.
The contest is a collaboration with Pixiv and the winner goes with the nickname of “bun150” who designed the above illustration. There are 1,000 different submissions total for the contest.
